The Purchasing Bid page on the City of Prescott’s web site shows the $75,000.00 Tourism Marketing and Advertising contract was awarded to Helken & Horn of Prescott Arizona. It notes this contact was awarded by the Prescott City Council at their 1/25/2011 meeting. Small problem: this contact award was not on that agenda!
That raises some interesting questions:
- Since the Prescott City Council has not voted on this in a public session, it this a violation of the Arizona Open Meeting Statute?
- It appears that this was in fact decided by the council outside of a public meeting, if that was the case, that would be a flagrant violation of the Arizona Open Meeting Statute.
I tried to discuss this with the Prescott City Attorney before writing this, but he did not return my phone call.
